Bureau of Civil Aviation Security

The  Bureau of  Civil Aviation Security  was initially  set up  as  a Cell in the     Directorate General  of Civil Aviation  (DGCA) in January 1978 on the  recommendation of  the Pande Committee  constituted  in the  wake of the hijacking  of the Indian Airlines  flight  on  10th September , 1976.  The role of the Cell  was to coordinate, monitor, inspect and train personnel in Civil Aviation Security  matters.  

 
The BCAS was reorganized into an independent  department on 1st April , 1987 under  the Ministry of Civil Aviation as a sequel  to the Kanishka Tragedy in June  1985.  The main responsibility of BCAS are lay down standards and measures in  respect of security of  civil flights   at International  and  domestic  airports in India.


BCAS works as:

Bomb DETECTION AND DISPOSAL SQUADS.
ELECTRONIC AND OTHER DETECTION DEVICES
A CONTINGENCY PLAN……….
NEW PHOTO IDENTIFICATION CARD (PIC) SYSTEM
TRAINING PROGRAMME

        Aim Of BCAS:
 
To safeguard civil aviation operations against acts of unlawful interference.
A major authority for implementation of Annexure 17 to Chicago convention of International civil aviation organization (ICAO) .
Develops implements and maintains the National Civil Aviation Security Programme.
A regulatory authority for discharging all relevant national and international obligations in respect of training of personnel in aviation security.
Actual enforcement on the ground is entrusted to the respective State Police. 
Emerging Challenges:
 
Even as the aviation industry has had to deal with a sustained level of heightened security threats in the aftermath of 9/11.
also had to contend with the impact of the global financial crises, the incident had rung alarm bells.
In India, as elsewhere in the world, civil aviation security is a shared responsibility between government agencies
(CISF in our case) and airline and airport operators, each being assigned specific security functions. 
  the hijacking of IC 814, where after security at airports was augmented and the CISF replaced State police forces at over 50 airports to professionalize aviation security functions. 
BCAS in the Ministry of Civil Aviation (MCA) serves as the coordinating authority between different agencies. 
The Bureau of Civil Aviation Security coordinates, monitors, inspects and trains personnel of all levels in Civil Aviation.
